Bill Stark, President of InnerComm, has been providing strategic planning, performance management and leadership training & coaching services since 2006. He has a deep passion for helping government teams develop to their full potential so they can achieve their most important stratetgic goals for their citizens and stakeholders. Bill brings an authentic, yet results-oriented, style to leaders to help them clearly define the future, inspire their teams to execute on plans and to do it in a way that truly serves and develops others. Bill previously served as Vice President at AT&T paging firm MobileComm, as Executive Director of Verizon and as co-founder and President of Excelsio, a wireless engineering firm. He has also served as co-founder of start-up Mindseek, an online learning company.
Bill and his wife Starwyn, of 30 years, have three grown children. They attend Passion Church in Atlanta. Bill also serves the men’s retreat ministry Souly Business and serves on the board of Legacy Community Academy in Alpharetta, GA. Bill is a member of the Georgia City County Management Association. Bill earned a BA in Journalism at the University of Mississippi.
Mr. Fenbert is currently a Vice President with the InnerComm Group providing strategic planning, performance management and leadership development consulting services to local governments and businesses throughout Georgia. His focus is on creating healthy workplace teams through individual and group assessments, retreat facilitation, training and individual coaching. Through InnerComm, Mr. Fenbert is a Partner with Wiley Publishing and leads training and facilitation of leadership, teamwork, productive conflict, 360 assessment programs.
Prior to his joining InnerComm, Mr. Fenbert had a diverse career in Financial Services, Real Estate Development and Investment Banking. Most recently he was a licensed securities professional with Moody Capital and the Southern States Regional Center where he arranged financing in excess of $500mm for Real Estate projects including hotel, senior housing, restaurant and retail projects throughout the Southeast US.
Mr. Fenbert lives in Decatur, Georgia with his wife Katy of 29 years. Together, they have two grown children. Mr. Fenbert attended the Ohio State University and graduated from Ohio Northern University in 1986 with a B.S. Degree majoring in Finance and Economics. He received his master’s Degree in Business Administration from the Mercer University’s Stetson School of Business in 1993. Mr. Fenbert serves as Board Chairman of Water at Work Ministry, Inc., as a volunteer at Souly Business Ministry (a men’s retreat ministry) and as Elder at Clairmont Presbyterian Church in Decatur, Georgia.
William Whitson, Senior Consultant at InnerComm, has been a professional local government manager since 1993, serving in Milton, Pensacola, Port Orange and Panama City in Florida; Cairo and Hapeville in Georgia as City Manager and East Ridge in Tennessee. He has been an ICMA Local Government Credentialed Manager since 2002.
William was elected to be the president of the Florida City/County Manager’s Association for the 2005-2006 term. He was selected as the ICMA representative to the National Emergency Management Network (NEMN) and served on the Post Katrina Action Report Committee. William was also selected as the Florida League of Cities Municipal Employee of the Year in 2006.
William graduated from the University of West Florida with a BA in Political Science and a Master’s Degree in Public Administration. Upon graduation, William was selected as a Presidential Management Intern (PMI) by the US Office of Personnel Management.
William and his wife Becky of 38 years, reside in Hapeville, Georgia. They have three grown children and two grandchildren.
